Abstract/Description or Keywords Our Environmental Quality Section Review of the LCO II Application has revealed the following key issues: Existing water quality conditions are substantially over water quality guidelines for a number of parameters and the full extent of current effects from coal mining are unknown. Mitigation strategies implemented in the Elk Valley to date have not resulted in any observable decreasing Se trend in the receiving environment. Predictions suggest that water quality conditions for many mine-related contaminants including selenium, cadmium, nitrate and sulphate will be similar or worse than current conditions if the proposed project proceeds. The effects of multiple contaminants resulting from the proposed project have not been determined and are critical to assess the impacts from this project. The westslope cutthroat trout population in Dry Creek and Upper Fording River are likely to be most at risk from selenium impacts. Impacts to other biota are also likely, due to changes in water chemistry and other mine-related impact mechanisms (habitat damage through calcification, etc.)
