Abstract/Description or Keywords EBA, a Tetra Tech Company, has been retained by Islands Trust to complete limited geohazard mapping of
Gabriola Island (The Island) as outlined in EBA’s July 9, 2010 proposal.
The purpose of this study is to provide:
 GIS-based hazard maps based on the analysis and classification of existing mapping supported by field
review; and
 Recommendations for draft wording of policies to be considered for inclusion in the Gabriola Island
Official Community Plan (OCP) and development permit area bylaws.
The hazard maps and derivative policies are intended to be used for the designation of development permit
areas for the protection of development from hazardous conditions.
2.0 SCOPE OF WORK
EBA understands the OCP for Gabriola Island is being updated and will include policies and bylaws to assist
in planning future development to avoid inappropriate areas. We further understand that the hazard lands
development permit area requires improved information and updating, and that information from this
study will be used in both the OCP and the hazardous lands development permit areas.
EBA’s scope of work for this project was limited in scope due to budgetary constraints, and includes:
 Background review of readily available soil reports, EBA reports, documents, records and web-based
information relating to site setting, topography, geology, surficial deposits, and water well records
(where relevant);
 Comparative review of mapping products and policies utilized by nearby jurisdictions, including, but
not limited to: the City of Nanaimo, the Town of Qualicum Beach, the Regional District of Nanaimo, the
City of North Vancouver, and the Fraser Valley Regional District;
 Aerial photograph interpretation and imagery review in order to interpret landforms and
geomorphological processes to facilitate the identification of important geohazards occurring on
Gabriola Island;
 Overview slope gradient mapping to assist in the interpretation of slope and soil conditions and
stability;
 Site reconnaissance to provide an overview of geomorphic processes occurring on Gabriola Island,
where key focus areas were identified from the background review, air photo review and the slope
gradient mapping, including review of a sample set of slopes to verify slope and soil conditions that are
used to augment the information collected in order to develop the overall geohazard map; and
 Development of a geohazard management strategy that is based on the slope gradient mapping and
additional slope and soil/rock criteria established from information collected that is specific to

Gabriola Island. This geohazard management strategy contains information regarding geotechnical
setbacks and where further, site specific geotechnical assessments are required.
