Abstract/Description or Keywords In May 2002, the GVWD Board adopted the Watershed Management Plan that applies to
Crown and private lands held by the GVRD within the Capilano, Seymour and Coquitlam
watersheds. The overall Goal in this Plan is “Watersheds that provide clean, safe water
and are managed and protected as natural assets of the highest importance to the
Greater Vancouver region.”
To achieve this overall Goal, the Board adopted the following five Principles to guide the
development of the Plan.
1. The primary purpose of Greater Vancouver’s watershed is to provide clean, safe
water.
2. The watersheds will be managed to reflect and advance the region’s commitment
to the environmental stewardship and protection of those lands and their
biological diversity.
3. The region’s Management Plan will be based upon the minimum intervention
absolutely necessary to achieve the Board’s objectives.
4. The Management Plan will contain policies to return areas disturbed by human
activities as close as possible to the pre-disturbance state consistent with the
primary goal of protecting water quality.
5. The decision making process will be transparent and open to the public.
The Plan describes nine implementation programs that are consistent with the five
Principles in the area of water monitoring and forecasting, forest ecosystem management,
fire management, erosion control, road network, water system infrastructure,
communication and education, watershed security and emergency preparedness. The
purpose of the Five-Year Implementation Plan is to provide the necessary guidance to
ensure that management activities are implemented to reflect the management strategies
as described in the Plan. The Five-Year Implementation Plan describes the proposed
management activities over the 5-year course of the Plan. The Five-Year Implementation
Plan will be updated in each successive year of the Plan.
