Abstract/Description or Keywords The Colville Confederated Tribes (CCT) and ICF International (ICF) have collaboratively developed a
customized habitat status and trend analysis and reporting tool for the Okanogan subbasin. This tool
integrates the Ecosystem Diagnosis and Treatment Model (EDT) with quantitative habitat status and
trend monitoring data collected by the Okanogan Basin Monitoring and Evaluation Program
(OBMEP). The integrated platform uses quantitative and qualitative OBMEP habitat metrics to
estimate habitat potential for salmon and steelhead at subbasin, tributary watershed, and reach
scales. These results allow for characterization of habitat status and trends in terms of the change
over time in the ability of the habitat to support a species of interest. This report presents the results
of the initial analysis produced by the OBMEP/EDT integration platform for the Okanogan River
population of summer steelhead (Oncorhychus mykiss gairdnerii). Okanogan steelhead are part of
the Upper Columbia River steelhead distinct population segment (DPS), which was listed as a
threatened species under the Endangered Species Act (ESA) by the National Marine Fisheries
Service (NMFS) on August 24, 2009 (74 FR 42605).
The goal of OBMEP/EDT integration is to make the extensive and complex body of habitat
monitoring data collected by CCT more useful for decision making, and transform this data into
information about habitat status and trends that is more easily communicated to stakeholders and
the public. Specifically, OBMEP/EDT integration will inform and support fisheries management
decision making and the identification and prioritization of habitat protection and restoration
needs. Additionally, OBMEP/EDT integration will effectively communicate the results of long-term
habitat status and trend monitoring efforts in terms that are meaningful to regional species
conservation interests.
