ECODynamic Solutions (EDS) Inc. was retained by British Columbia Timber Sales (BCTS) under contract PD09TC1062 (the "Contract") to evaluate fish passage at pre-selected stream crossings within TFL 44, TFL 46, and TSA 38. These management units are located in the southwestern corner of Vancouver Island. Within the boundaries of each unit, we were tasked with the investigation of fish passage in nine key watersheds that form part of the Alberni Watershed Group (AWG) and the San Juan Watershed Group (SJWG). Within the AWG, our field assessments targeted closed bottom structures at stream crossings within the Taylor River, Nahmint River, Mactush Creek, Toquart River, and Lucky Creek. Within the SJWG, the assessments targeted closed bottom structures in the Nitinat River, Caycuse River, Doobah Creek, and the Gordon River. The road networks specified for investigation under the Contract were limited to Forest Services Roads (FSR), pre-1995 Road Permit Roads, and Non-Status Roads within the target watersheds. The primary objective of this project was to identify priority crossings where existing closed bottom culverts (CSP), or significantly modified channel conditions at pre-identified crossing locations, were impeding fish passage either partially or fully. A secondary objective of this project was to propose cost effective and stable restoration options to provide fish passage to fish of all life stages, to ensure that all fish life-cycle requirements (e.g., rearing, migrating, and spawning) are met at each crossing. The future outcome of this project will be to further develop and implement these restoration prescriptions to support increased fish productivity, maximize chances of fish survival, and promote fish population sustainability, cost-effectively.
