Abstract/Description or Keywords In 2014 a new initiative was begun: to develop a Lower Mainland Flood Management Strategy to better protect communities along the lower Fraser River and coast – from Hope to Richmond and from Squamish to White Rock.

Partners in this inter-jurisdictional initiative have responsibilities or interests that relate to flood management: the Government of Canada, the Province of British Columbia, 26 local governments, and other entities in the region, including those focused on transportation systems, agriculture and business.

In BC the risk of catastrophic loss from flood is greatest in the Lower Mainland because of its large population (over 300,000 people inhabiting the floodplain alone) and critical infrastructure that is of regional, provincial and national significance.

There is growing understanding that federal, provincial, local and First Nations government agencies and other public and private sector organizations must come together to coordinate flood mitigation efforts on a regional basis. The costs of responding to a major flood event far outweigh the costs associated with effective, proactive planning and investments across the region.

The Fraser Basin Council is program manager and facilitator of the process.
